Glass Veils and Thin Sheets (Voiles)

Glass veils (voiles) are very thin, lightweight nonwoven sheets of glass fibers, typically used as surface layers rather than structural reinforcement. Heavier nonwoven glass mats or chopped-strand mats may fall under different headings within Chapter 70. The key classification factors are fiber bonding method, areal weight, and intended construction — importers uncertain about the boundary should consult a licensed customs broker and, if necessary, seek a binding ruling from CBP.

The primary end uses are roofing and waterproofing membranes (where the veil acts as a carrier or surface reinforcement), resilient flooring products, and fiber-reinforced composite laminates where a smooth, resin-rich surface layer is required. Demand therefore tracks construction activity and composite manufacturing output.
