190410 covers foods prepared by swelling or roasting cereals or cereal products, such as puffed rice or corn flakes that have been heat-processed. 190420 covers preparations made from unroasted cereal flakes or mixtures of unroasted and roasted flakes. If the flakes have not been roasted or swelled, the product falls under 190420; if the cereal has undergone roasting or swelling as the primary preparation step, it belongs under 190410. A binding ruling from CBP is advisable for borderline formulations.
Bulgur wheat that has been pre-cooked or otherwise prepared classifies under 190430. However, if the wheat is simply parboiled and dried without further preparation meeting the heading's criteria, it may fall under a different chapter covering cereal grains. The key factor is whether the product has undergone the preparation process that makes it ready for consumption or further cooking without additional processing.
