Common examples include plastic skirting boards, cable management conduit fittings not classified as pipe fittings, corner protectors, and decorative architectural moldings. The article must be a finished builders' ware — designed for permanent or semi-permanent installation in a building — and must not be more specifically described elsewhere in the tariff schedule.

General Rule of Interpretation 3(a) requires that the more specific description prevails. If the article is described by name or function in another heading — for instance, plastic pipe fittings under 3917 or plastic handles under 3926.30 — it should be classified there rather than in the residual 3925.90 line. A binding ruling from CBP is the most reliable way to resolve ambiguous cases.
