Why HS Classification Is Hard

- Material matters most — A knife made of stainless steel (Chapter 82) is classified differently than one made of ceramic (Chapter 69) or plastic (Chapter 39).
- Form narrows the heading — Steel can be flat-rolled (7210), wire (7217), tubes (7304), or finished articles (7326).
- Processing stage changes everything — Raw coffee beans (090111), roasted coffee (090121), and instant coffee (210111) are three different classifications.
- Multi-material products follow GRI rules — A leather handbag with metal hardware is classified by its essential character (leather, Chapter 42).

Services vs. Goods
HS codes only apply to physical goods. If you describe a service (like “cloud computing” or “financial consulting”), the tool will detect this and redirect you to our services trade data, which tracks international services trade using BEA data.
Some items can be either a good or a service. Software on a physical disc is a good (HS 8523); software downloaded as a service is tracked by BEA. The classifier will flag these ambiguous cases.
